  3. NO AI ACT: Free investigative game challenges players to confront the consequences of unregulated artificial intelligence

Press release

An independent, open-source browser game combines narrative investigations, evidence-based decisions and the European AI Act.

ITALY — 20 October 2026 — NO AI ACT is a free, open-source investigative serious game set in an alternative European Union in 2032, where the AI Act was never adopted.

Developed independently by Matteo Angeloni, a PhD candidate at the University of Tuscia, the game invites players to investigate the social consequences of automated decision-making.

Rather than presenting artificial intelligence regulation as a conventional quiz, NO AI ACT puts players in the role of an inspector working through 14 fictional cases involving employment, healthcare, education, surveillance and public services.

Players examine documents, collect and cite evidence, identify responsibilities and determine appropriate measures. Their decisions must be justified, and the game explores the consequences of their choices.

An investigative approach to AI governance

NO AI ACT draws on selected principles of the EU AI Act and translates them into interactive scenarios. Its central mechanic is not simply identifying the correct answer, but building a defensible decision from the available evidence.

The game combines narrative investigation with an educational purpose, while remaining an independent experience designed to be played directly in a browser.

Free, open source and multilingual

NO AI ACT is available without registration or installation. The project supports Italian, English and French and is intended for players interested in narrative investigations, technology, social issues and the relationship between games and learning.

The project continues to evolve through external feedback, usability improvements and further testing. Its educational effectiveness has not yet been formally established.
